The issue becomes trading Custody to Access Care. With custody goes decision-making authority over all aspects of your child's needs, unsupervised contact, home-supporting subsidies, and the child's connection to their home, siblings, and family.
Family Forward Advocacy CT's initial advocacy reform success was around this issue.
